Ya know, I notice that with wall clocks sometimes. It seems when I'm clock watching (baking, waiting for a call, etc) that I'll look and then look again and the second hand hasn't moved. Weird.

I don't know about stopping time altogether, but I know a ton of ways to slow it down: stand in the express lane at the grocery store with four kids under seven when the person in front of you has 34 items, several of which (inevitably) need price-checked, just for one example. :)
