Since your profile tells us you're near San F., California--I'd think it has to do with earthquaker...a
Mercalli Scale? Or something like that?

I don't think earthquakes ... because of the numbers... they are more in the barometric range... but honestly? I'm CLUELESS! Neat picture though!

It's a barograph (graphing barometer) showing an extreme drop in pressure indicating that we are about to get seriously rained upon.
